Introduction :
The Kyoto Protocol, now finally in force, is designed to cut greenhouse gas emissions by making the polluter start paying for climate change.
The meeting is the first by the members of the Convention since the Kyoto protocol, signed by 156 countries, took effect in February.
Industrialized nations are concerned with making specific cuts in carbon dioxide and five other greenhouse gases that trap solar heat.
But the US are not included in the present commitment period and neither China nor India have signed its pledge on target reductions.
Negotiations are expected to last.

In The International herald Tribune analysts at the meeting lay stress on the fact that they expect the US to push ahead with its demand for emissions to be reduced through a voluntary approach. Here they want to insist on the US will instead of saying that the US have reduced their demands for emissions only thanks to a legal cap.

Here the financial aspect is developed as the polluter should start paying for climate change. The origins of this pollution comes from vehicle exhausts and from man-made gas used in industry, there are emitted into the atmosphere.
Any country which try to fulfil its obligations may have to buy credits from any other which is on track to meet its target with room to spare.
Actually, emissions reduction even if the latter is not easy would be at least a start or a beginning of progress. It is the first phase according to R.Marsh, head of policy at the Green Alliance.

Countries which are growing fast are also concerned by this problem. There are likely to emit more dioxide carbon gases than the countries of the OCDE.
It raises the problem of greenhouse gas emissions which is likely to pollute poor countries’ atmosphere.
Most rich countries have taken the commitment to cut their greenhouse gas emissions by 5% within 2012.
It emphasizes the fact that the US is making no effort and we are given the reason why. Bush justifies his refusal by the fact that the text doesn’t compel the countries which are growing fast, for instance, China and India.
US is the first to pollute and is opposed to the European Commission. Therefore during the summer they have tried to create a rival organisation to the Kyoto Protocol, with the signing of a Pacific-Asia partnership on the climate, gathering Australia, Japan, China and India.
Personal statement :
Finally, it would be difficult for rich countries to reduce their energy economy. It would disturb their economic development, the industries might have to work less, for example. The problem is that the US aren’t making enough effort, as they are obviously opposed to the Kyoto protocol.
Implicitly the rich countries are those which can afford to buy credits and are more likely to pollute than the poor countries. With money rich countries will henceforth buy themselves the right to pollute.
